some time ago,
government was lambasted for their seeming lack of warning.
i suppose, these cellphone warning is one way of spreading the warning.
unfortunately, the warnings can't be region-specific, because the messages are cast generic-nationwide.

we in ncr do not feel the acute lack of warning, but out in the rural-est of boondocks and among fisherfolk, this may be the only warning they can get.
