when roxas blvd was initially built, there was no need for a drainage system. one only had to dig a short ditch in the direction of the bay.
before the bay was reclaimed, the plentiful open drains that did pasay city favors, was very visible past the sea wall. for a time, the pasay floods, if they occurred at all, receded within one or two hours.
i do not know what happened to our flood mitigation drain systems, when they started re-claiming the bay.
