Because 35 degrees Celsius on the mercury is still relatively bearable, but adding say humidity, lack of wind, etc. as a factor/s (when your sweat does not evaporate easily) then the percieved "hotness" increases.

People then ask weathermen, you said 35 but it feels like 100! Hence they came up with an additional explanation.
