(2nd UPDATE) TYPHOON “Seniang” (international codename: Utor) maintained its strength after making landfall over Eastern Samar noon of Saturday and continued on to hit Tacloban City in Leyte, the state weather bureau said.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Seniang, packing winds of 120 kilometers per hour (kph) with gusts of up to 150 kph, continued to move west northwest at 22 kph and was expected to hit Bantayan Island in northern Cebu early Saturday night.
The storm’s approach prompted the cancellation of the summits of the Association of Southeast Asian Nations and East Asian leaders set to be held in Cebu and also caused the forced evacuation of some 15,000 people in Albay province, where mudslides triggered by typhoon Reming (international codename: Durian) little more than a week ago buried villages and left more than 1,200 people dead or missing around Mayon volcano.
Masbate, Romblon, Northern and Eastern Samar, Leyte and Southern Leyte, Biliran, northern Cebu, northern Negros, northern Iloilo, Capiz, Aklan and Dinagat Island have been placed under public storm warning signal number 3, meaning winds of 100 to 185 kph.
Signal number 2 (60-100 kph winds) is up over Sorsogon, Albay, Burias Island, the Mindoro provinces, the rest of Iloilo, Antique, the rest of Negros, Guimaras, Bohol, Cuyo Island, Siargao Island and the rest of Cebu.
Catanduanes, Camarines sur, Marinduque, Siquijor, northern Palawan, Surigao del Norte and Camiguin Island are under signal number 1 (30-60 kph winds).
By Sunday afternoon, Seniang is forecast to be 50 kilometers southeast of Coron, Palawan, moving to 310 kilometers west of there by Monday afternoon.
By Tuesday afternoon, the storm is expected to out of the country and over the South China Sea.
Residents in places under storm signals are alerted against flashfloods and landslides while coastal residents have been advised to seek higher ground because of possible storm surges or big waves.

THE STORM track of typhoon 'Seniang' (international code name: Utor) indicated it could hit the popular island resort of Boracay before blowing farther west toward the South China Sea.
Forecasters warned there could be storm surges or big waves that could hit the island.
Seniang, packing sustained winds of 120 kilometers (75 miles) per hour, made landfall in Guiuan town in the Eastern Samar province at noon Saturday.
It pounded Tacloban city in nearby Leyte province with gusts of up to 150 kph (94 mph) four hours later and was moving west-northwest at 22 kph (14 mph). It was expected to hit the northern tip of the Cebu province late Saturday.
Disaster officials said they had no immediate reports on the effects of the typhoon on Samar and Leyte islands.
The Coast Guard halted 43 ferry services in the areas affected by the typhoon, stranding more than 2,000 passengers.
The new typhoon's path is just south of the eastern Bicol region where more than 1,000 people were killed or missing when it was battered by super typhoon Reming (international code name: Durian) last week.
