i have wondered this from the beginning of all these scandals (starting with Erap)...with all the time the 'legislators' spend grandstanding, how can they make the time for legislating?

i guess this is an effect of electing officials who are patently unqualified for the job they're in, who make things worse by surrounding themselves with family and alipores instead of capable staff.
