our country needs the RH Bill. just look around and anyone can see that the "poor" keep on reproducing offspring like cats and dogs on the streets.

Actually... condoms don't encourage *** for pleasure. Condoms detract from the pleasure...
Even in countries where they distribute condoms on every street corner and issue dire warnings about AIDS, people still copulate like f***ing crazy, have lots of children, and pass around STDs like the common cold.
The RH bill will help, but it's only part of the solution.

CBCP should start to realize that the Philippines is not 100% catholics whereas the Government is for every pinoys in this country (and outside as well). In fact, they should realize that catholics are dwindling in numbers.
btw, where were they during Pandak's escapades?

The only real and effective way to control population growth is to sterilize people, like what the Nazis did to what they considered untermensch in several concentration camps.
Educate the masses? IMO, that's not going to work. *** is too much of a pleasurable thing to avoid, hehe. No amount of education can take away that fact.
Russia has a lot of impoverished people and they're not really up to First World standards, yet they have a low population growth rate, and are in fact losing a lot to emigration. I don't think education is a viable solution.
