Govt regulators warn networks on 'inciting' news

Government regulators Friday urged private broadcasting networks to exercise balanced reporting, especially during the period of national emergency declared by President Arroyo.

Chairman Ronald Solis of the National Telecommunications Commission reminded network executives whom he called to a meeting at the NTC offices: "In cases of national emergencies, or state of emergency, the government reserves the right to close down a station."

NTC officials met with officials of the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) and executives of radio and television networks and cable operators Friday to explain the role of the agency in enforcing Proclamation 1017 on the state of national emergency.

Solis said he called for a meeting to explain statements of some government officials that due to the national emergency media stations may be closed down or taken over by the government.

He confirmed that the government, during an emergency, can indeed close down TV networks and radio stations. Solis added that the final decision to shut down media organization would be made by the President.

He said one of the cases where the NTC may recommend the closure of a station is if it spreads false information that would incite people to rebellion.

Solis said media are also prohibited from airing government troop movements that would tend to unnecessarily reveal tactical operations of the government.

"If this thing worsens, and indeed there are armed components as cited in the 'whereas' component of the proclamation and that there could be the possibility of encounter with government troops, of course it is but natural and expected of the government to protect itself and the tactical, strategic operations of government troops should not be unnecessarily revealed through media," he said.

He, however ,assured that the NTC will be "very careful and calibrated in taking action" against news coverage during the state of emergency.

In President Arrroyo's proclamation of a state of emergency, she said elements in the political opposition have conspired with the leftists and military adventurists "in a concerted and systematic conspiracy, over a broad front, to bring down the duly-constituted government elected in May 2004."

It said that the claims of these elements have been "recklessly magnified by certain segments of the national media."

I think this has something to do with DZMM giving a " live interview" to bogus Magdalo fugitive San Juan while the real San Juan was already in custody. These radio stations give the rebelious group unedited air time to threaten the goverment.

hindi mo pa ba nakikita sa TV, the congressmen/senators both opposition & pro-administration, hinihiling na na ibaba ang state of emergency. hindi na biro yan. even the officials are jittery. everybody can be a suspect.

It's just a celebration, sino bang nag overreact?

You see, the middle class are NEVER represented in this country. All the rallies are about homeless, urban poor, farmers, blah blah and whatnot. The elite come into the spotlight as the "oppressors" or whatever to the "masa". Middle class people were never part of the "masa" or heck even "bayan" (as far as militant groups and politicians are concerned). Yet, the middle class makes the Philippines go round. Who contributes the most to the economy? The middle class. Who contributes the most to tax revenues? The middle class.

Yet the middle class have never been given the credit they deserve. Not that they've been able to complain anyway. In a culture where every Filipino thinks he's the underdog, all the attention is focused towards "protecting the masa" where masa is urban poor, the homeless, farmers, anything but the middle class.

They've probably seen more of both sides of life than any rich or poor guy. At some point in life they've been either, to an extent. Middle class people are probably the most cynical people you can talk to. Frankly, it doesn't matter "kung anong nangyayari sa bansa ngayon". Middle class people, again, never get the attention they deserve. But then again, they can just fly away if they wish... which the poor can't (and that's BAAAAAD for the economy). The poor gets lots of attention anyway, some of it arguably undeserved.

At the end of the day, your average middle class guy ends his work hearing about new tax increases, rallies, carjacking incidents, massive corruption. Does he have to worry about all this? Maybe. But the least he could wish for is a peaceful ride back home on a bus or in his car, and eat, watch some TV and get to bed at night.

relax ka lang. we just learned how to channel our anger/curiousity to other productive means. we're aware naman of what's happening. we just weigh the consequences. kita mo nangyari ngaun, bec. of this military adventurism, tensions are high. yun tine-take for granted nating freedom mukang bigla na naman mawawala.

kwento ko sayo mga parents/adults noon bata pa ako (martial law days), before the clock strikes 12 midnight, nagmamadali na sila lahat magligpit at umuwi para hindi abutan ng curfew. I never really understood them that time.

freedom is so hard to attain, our parents and parents before us fought for it tapos ganyan lang gagawin ng iba.

and dont tell me na wala kayo freedom prior to this state of emergency, dont tell me na hindi kayo binigyan ng choice kung hindi ang sumali lang sa mga anti-govt rallies na yan, dont tell me na puwede mo na man i-pursue ang dreams regardless kung sino man naupo sa Malacanang?

nasa sa iyo ang desisyon naman talaga ...

    freedom, use it wisely.

Haaay nako, if that's how you make celebrate EDSA, that's sooo your business naman. Don't naman call us "TANGA" just because we don't want to make party-party with you. Hmp!

tell that to a company employee who dutifully pays all his taxes.taxes that keep this country running.

i think middle class people are of more value to this country than "masa" poeople who despite struggling to find food to feed themselves still has the balls to produce 8 offsprings.

I am concerned about the curtailment of civil liberties under any guises. This State of Emergency is very disturbing.

He said it all. Got pretty heated for a moment:
