lahat ba ng laws ng pinasa ng congress dadaan dapat sa senate?

DESPITE its chronic problem of mustering a quorum, the House of Representatives posted a "record-breaking performance" by approving 66 measures within two session days, a ranking House official said Wednesday.
"Because of the media coverage about absenteeism of members of Congress, in the last two session days of May 29 and May 30 there were at least 136 warm bodies inside the session hall who answered the quorum and because of that we'd like to state that we have [reached] record breaking performance," Majority Floor Leader Prospero Nograles announced during his regular briefing.
Nograles said the House managed to pass 27 bills on second reading and 39 more on third and final reading, which had been immediately transmitted to the Senate.
Among those approved on third and final reading were:
• House Bill 5296 known as "Restructuring the income taxation for individuals," which seeks to exempt minimum wage earners from income tax, and lowers income tax of low middle income earners. • House Bill 4959, which defines and penalizes the crime of enforced or involuntary disappearance. • House Bill 4244, which provides automatic legitimate status to children born to parents below the marrying age. • House Bill 4893 known as the "Anti-Drunk Driving Act." It criminalizes the act driving a motor vehicle while under the influence of alcohol and/or prohibited drugs. • House Bill 3413 expanding the prohibited acts of discrimination against women on account of ***. • House Bill 77 providing the venue of criminal and civil action in libel cases against community journalists, publications or broadcast stations.
Nograles said before Congress adjourned next week they were expected to pass more measures certified as urgent by President Gloria Macapagal-Arroyo that included the human rights compensation bill, abolition of the death penalty, automated election system, and the legislated wage increase of 125 pesos for workers in the private sector.
"I think the House has done well in performance during this regular session. No bill has been left unattended. They all have been addressed. Our output is good," Nograles said.

lower house or upper house hindi din naman nila binabasa ang nilalaman ng mga bills na yan. it's all prepared by lawyers anyway. pero malaki talaga ang maitutulong kung mababawasan ng isang house. billions hehehe
