it depends on the person. if they are trained first responders, they are obligated to apply cpr or extinguish the fire or save somebody's life or in some cases, trained personnel to counteract terrostic activity.
in the u.s. you can tell if the person is military, specially a marine, special forces or a navy seal if you see the person running towards (not away) from the mishap.

And remember the coups Honasan started? Lots of usiseros standing behind a soldier firing an RPG. Akala mo product demo.

I HATE ANDROID 4.4.2. :rant:
It totally effed up most of my applications. I have to choose between samsung messaging and GO SMS. I could use both with the old android. I wanna remove this stupid update!!!!

I am so frustrated. Some of my spam messages are getting through and the name of my contacts don't appear in viber. I am suspecting my recent sh1tty pictures are also because of this update.
If apple comes out with a big phone, I'm switching!

It's not a race on the road. I hate drivers who think that way. There should be road courtesy, unwritten rules.

At the intersection of Aurora Blvd. and Doņa Hemady Ave. (corner of Robinsons Magnolia), there is an abrupt downward slope in the road because Doņa Hemady Ave. is higher than Aurora Blv. Cars have to slow down otherwise the front end would scrape the road.
What kind of Gingineering is this? Hindi manlang ginawang gradual ang slope. :seeth:

Napapansin ko rin 'to. Natatawa nga ko pag may mga lowered/stanced na dumadaan dun. Grabe sa bagal dahil sa sobrang tarik.
BTT: Pet peeve - yung gumagamit ng "TIGA-" instead of "taga-".
There is no such prefix as "tiga-".
Ang sinasagot ko sa "tiga-san ka?" -- "Oo matigas na."
Just store it properly since it is flammable.
