I grew up in the province. Eversince, we use "tsaka" instead of "saka".

"Saka" just sounds too formal.

how did he use the word? there really is a tagalog word na "karampatan" of which i think the closest english translation is "appropriate".

your translation to appropriate is correct.
i believe he uses karampatan as an adjective. and he uses karapatan as a noun.
i remember, there was no such karampatan word back in '75, because our pilipino teacher marked my answer wrong (according to him. and i was not about to challenge him, then). but language is a subject in evolution. if enough people use it even incorrectly, it eventually becomes correct.

i just saw an ad promoting PH tourism, featuring Kawasan Falls in Cebu.

The guy backflipped off a bamboo raft....his head landed just inches away from it

The ad also featured the guy seemingly jumping off one of the cliffs/falls.

i've been told that the area is "taw-an" or enchanted. Even if you don't believe in that, a few people die annually there -- a combination of the ice cold waters and a strong undercurrent. Some who did that dive never came back up.

i've been told that the area is "taw-an" or enchanted. Even if you don't believe in that, a few people die annually there -- a combination of the ice cold waters and a strong undercurrent. Some who did that dive never came back up.

True, not because of being enchanted but because of the dangerous under tow. The water is so deep it is reported that nobody has touched bottom yet.

yup, tons of stories like that actually. majority of the deaths belongs to the tourists/strangers who are not aware of the surroundings, or should we call them simply stupid?
the locals then warn tourists; "mag ingat kayo at taon taon may kinukuha diyan."
and so there goes another 'victim of the year',,, sino? anong nangyare? turista, tumalon,,, lasing.

There is also this mantayupan falls in Barili, Cebu which is rumored to have a giant squid feeding on humans. I have never been there as I got so scared when my father told me about that story.
