PROCLAMATION NO. 1345
DECLARING FRIDAY, AUGUST 3, 2007, AS SPECIAL HOLIDAY FOR ALL HIGHSCHOOL AND COLLEGE STUDENTS FOR THE REGISTRATION OF NEW VOTERS
WHEREAS, by virtue of Commission in Election Resolution No. 8256, promulgated on July 24, 2007, an additional period for the national registration for new voters is scheduled from July 28 to 29 and August 4-5, 2007
WHEREAS, Republic Act No. 8044, otherwise known as the “Youth in Nation-Building Act” recognizes the principle for the State to inculcate in the youth patriotism, nationalism, as well as to promote their physical, moral, spiritual, intellectual and social well-being;
WHEREAS, Article 202, Rule XXVII of the Rules and Regulations Implementing the Government Code of 1991 provides for an assembly of youth in every barangay to be known as Katipunan ng Kabataan whose primary objective is to enhance the social, political, economic, cultural, intellectual, moral, spiritual and physical development of the youth of the country;
WHEREAS, the barangay and SK elections are one mechanism where the youth can fulfill their role as partners in nation-building;
WHEREAS, the State must give every opportunity for the youth to be responsible citizens by participating in the barangay and SK elections;
WHEREAS, majority of the Filipino youth who will register for the barangay and SK elections needs ample time to travel to their home province, city or municipality where they reside;
WHEREAS, there is a need for the State to declare a special holiday for high school and college students both in public and private schools, in order for them to exercise their sacred Right of Suffrage.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law , do hereby declare Friday, August 3, 2007 as special holiday for all high school and college students aged 15-17 by October 29, 2007 for the registration of new voters.
The Department of Education (DepEd), Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA) are hereby directed to implement this Proclamation.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Naku, teka nga pala...hindi na pala ako college student. Matagal na akong naka-graduate!

most likely holiday din and wala din coding by then... and on the official date considered regular day and coding will push through.
