Depends on the case also. For some its to develop or raise the road (but baka maafect ang lot mo if it isnt raised also). For others, its really to fix the drainage systems (box culvert maybe?), especially if the development in the area has increased to have many buildings and establishments, and ensure its also clean down the line.
