Phl to implement no-fly zone near NoKor rocket's path
MANILA, Philippines - The government will implement a “no-fly zone” over areas along the likely path of the rocket to be launched by North Korea this month.
National Disaster Risk Reduction and Management Council (NDRRMC) executive director Benito Ramos said the move was intended to prevent injuries or deaths in case the satellite-carrying missile “undershoots or overshoots” or strays off course.
“If the rocket undershoots or overshoots, we will be affected. To avoid accidents, a no-fly zone will be declared. Ships should also avoid the area,” Ramos said.
North Korea is scheduled to launch the rocket between April 12 and 16 from 7 a.m. to 12 p.m. (Philippine time).
The rocket is expected to fly 190 nautical miles northeast of Northern Luzon in Sta. Ana, Cagayan and 150 nautical miles east of Polilio Island in Quezon.
In a meeting with the NDRRMC yesterday, the Civil Aviation Authority of the Philippines (CAAP) said the no-fly zone would take effect from April 12 to 16 from 5 a.m. to 1 p.m.
Ferdinand Tienzo, assistant chief of CAAP air traffic control, said about 20 daily international flights to and from Japan and South Korea would be affected by the no-fly zone declaration. About 100 international flights will also have to be diverted to other routes.
Tienzo said CAAP has already issued advisories to airlines and private aircraft operators.
NDRRMC will also coordinate with the Coast Guard, Maritime Industry Authority, Philippine Navy and local governments in informing shipping firms and residents of areas likely to be affected about the rocket launch.
“Fishermen are also barred from going to the area,” Ramos said.
He said Camarines Norte and Catanduanes would be directly hit by debris if the rocket overshoots.
“What we should do is get out of the flight line. Since we cannot shoot it down, we should just avoid it,” Ramos said.
“The NDRRMC will be meeting with concerned agencies to map out a plan in case the launch pushes through,” deputy presidential spokesperson Abigail Valte said in a press briefing.
She said that although there is no imminent danger of the rocket’s debris causing heavy damage or casualties, the NDRCC is not taking any chances.

no fly zone at no sail zone sa northeast luzon ipatutupad dahil maaaring sinlaki daw ng ref yung babagsak na mga debris.
sa south korea at japan, pag dumaan sa teritoryo nila yung rocket, pasasabugin daw nila samantalang tayo bahala na tamaan nung mga tipak.
