Filipinos, like the rest of the people in this world, can change drastically, whether here in the Philippines or in other places,- depending on what authority/environment they're exposed to.

If the authority, whether a Filipino or a foreigner, which means the higher of the two parties, and therefore has the 'final say',- consistently implements the rules and the corresponding penalties that will 'hurt' the offending party, then everybody follows the rules, (sadly) because of fear.

(Fear is a primordial instinct which drives everything else in our life.

Corollary to this, if you(authority) let loose of the rope, then, the people will see how far they can go in 'bending' the rules..... This is the current state of affairs here in our country.

we can never talk any sense to the earning man. in this case, the bribing and udervaluing importer, the corrupt BOC officer, the lazy PUV driver, the middle men -> the people who always like to be in the middle of things: media, politicians ... and also earn in the process.
