A total of 1,548 rape cases were reported from January 1 to June 30 this year, translating to an average of eight to nine incidents daily or one every three hours.
Citing police reports, lone Catanduanes Rep. Joseph Santiago said incidence of rape in the first semester went up by six percent compared to the 1,459 cases reported in the same period last year.
Santiago said this only proves that the death penalty failed to discourage violent ***ual assaults on women and other reprehensible felonies.
A total of 2,918 rape cases were listed in 2004. In 2003, a total of 3,084 incidents were reported.
Santiago urged the appropriate congressional committees to look into reports that the death penalty has merely emboldened an increasing number of rapists to try to cover up their crime by killing their hapless victims.
Southern Tagalog had the most number of rape cases listed in the first semester at 245, followed by Western Visayas, 174, Metro Manila, 154, Bicol, 138, Central Visayas, 129, Central Luzon, 96, and Eastern Visayas, 90.

So I guess hindi yung batas ang at fault. It's the implementation or the lack of it.

dapat po ngayon maging vigilant na ang mga tao, kaya may maganda ring nadudulot ang pangsa-salvage ng mga pulis kung hindi sila takot sa batas then matakot ang mga kriminal sa mga police vigilantes!!

The death penalty by itself will not reduce the incidence of rape. There has to be a more encompassing and multi-pronged solution that includes moral regenaration, equipping potential victims with the awareness and means to prevent a rape, a thorough reform of our penal system, and a no-nonsense implementation of the death penalty for these crimes.
I don't know about you guys, but when I think about my wife and daughter and their safety from ***ual predators, it becomes clear to me that the only good rapist is a dead rapist. If any SOB tries to rape a member of my family, I'll tear him apart with my bare hands if I have to!Last edited by mikey177; September 12th, 2005 at 07:35 PM.
