A tense situation is developing at the Makati City Hall after police from the National Capital Region Police Office secured its ground floor and disarmed the security personnel of Makati Mayor Jejomar Binay Jr. According to reports reaching ABS-CBN News, the Department of Interior and Local Government (DILG) is set to serve a preventive suspension order against Binay. A DZMM reporter said Binay has joined the ranks of his supporters, saying he is ready to receive the suspension order.
Reports say the number of Binay's supporters has swelled to about a thousand around Makati City Hall. The supporters are shouting "Binay! Binay!" and "Gloria resign" while cheering for their mayor. DZMM reported that members of the Philippine National Police Regional Special Action Unit (RSAU) are also circling the area. The report added that an official from the DILG has yet to appear in the vicinity.
The authority that issued the suspension order for the DILG to implement and the case that led to the issuance of the order against Binay has yet to be announced. A suspension order served last year against Binay by the DILG over allegations of corruption, mobilized thousands of supporters of the opposition politician. Also suspended were Vice Mayor Ernesto Mercado and 16 councilors. A temporary restraining order was later issued against the suspension by the Court of Appeals.
Binay's camp is claiming political harrassment in the latest move against the staunch critic of President Arroyo. Binay on Wednesday accused Malacaņang of pressuring the Bureau of Internal Revenue into seizing his bank accounts and those of the city government to collect P1.1 billion in unpaid withholding taxes. Binay said that the city government has already settled its tax obligations with the BIR.
Roberto Baquiran, Makati BIR revenue officer, said a warrant for garnishment has been issued against Binay and the concerned city government officials to collect the unremitted withholding taxes held in 34 commercial banks in Metro Manila. Binay claimed the Arroyo administration is pressuring the BIR to issue the order, which he branded as "a mindless act of political harassment."
Adding to his woes, Binay is also facing a disqualification suit filed against him by a supporter of mayoral candidate Sen. Lito Lapid before the Commission on Elections Wednesday.
