What is the use of a law that is obviously only meant to be self-serving to it's author?
What is the use of a law that is obviously un-enforceable?
What is the use of a law that has no set measure of what is "legal" and illegal in terms of audibility? Another potential for abuse by so called law-keepers in uniform... not that they need more laws to abuse against the already hapless motorists.
How about getting the politicians in congress and the senate to follow the law first? Especially starting with the one regarding the use of flashers, sirens and police escorts to bully their way through the streets and highways in Metro Manila? Not giving a care for the safety of the motorist around them. Some "escorts" even giving threats by almost side-swiping other cars on the road or worst... pointing their high-power guns/rifles at the car driver just to get their way into a lane on the road.
The real nuisance on the road is not the noisy motorcycle or car.To those of you who think there is nothing wrong in being a nuisance with your vehicle/motorcycle, then all of you live together in a another barangay preferably on another planet. Hurray to the exponents of the House Bill 7072. Please have consideration regarding those who wish to live a QUIET peaceful life.
The really bigger nuisance on the road are the politicians in their armed convoys who write these laws.
So what's new with these politicos. Nandyan lang naman sila para mangurakot. They just pretend that they are doing what they are supposed to do. And the nerve of some people to think that these politicos are ACTUALLY DOING THE RIGHT THING!?!? or pakawala?
IMO, kung di ka nananadyang mag-ingay sa kalsada ng dis-oras ng gabi, wala namang masama. Di ka naman nanggigigising siguro kung napadaan ka lang. Siyempre ibang usapan na kung tatapat ka sa isang bahay, at bubusina ka ng todo (naka-Hella Horns ka pa, na doble-doble...). Then again, may batas na sa nang-bubulahaw ng disoras ng gabi (distrubing the peace).
On that premise: I think this bill who is claiming to be pro-environment (noise pollution) is short-sighted.
First: Why focus on legislating a law against 'noisy' car (tambuchos) and horns? Is your neighbor playing rock music not noiser? E paano yung mga sabungan na pinatatakbo ng mga cronies din nung nanay nung author (pun intended), di ba mas maingay yun? wala ring batas sa mga ganun e...
Second: enforcement - tama mga fellow tsikoteers. Paano mo ito ma-eenforce? Halimbawa boss, dumaan ako sa isang subdivision na nagkataon may nakatirang kabet ng isang PNP general. Dinalaw ko lang kaibigan ko nang biglang may tumakbong pusa at akala ko tao, napa-panic ako, napabusina ako, BEEEEP, beep, beep (less than 5 seconds). E nagising ang Querida, Huli na? Take note: (1) nasa 'private subdivision' ako; (2) aksidente (di ako nananadyang manggising); (3) less than 5 seconds ang beep ko (aksidente nga e).
Regarding enforcement, paano mo malalaman na ang isang tambutso at horn e 'maingay'? By decibels? lahat ng MMDA at PNP meron dalang audiometry devices? E speed limit nga di natin ma-enforce eto pa.
Third: Anti-PUJ itong legislation na ito. di ba mostly, sila ang maingay ;-). Sa ganitong batas, 80% ng PUJ mahuhuli. Siyempre para di maantala ang hanapbuhay, mag-lalagay ang mamang tsuper. Ayos, legislated holdap!!!Gusto nyong gumanda ang ating buhay, support the local auto-industry by supporting the development of less hazardous 'PUJ'. I'm sure not even PUJ drivers would want noisy (and polluting jeepneys) if they have the choice.

Parang malabong maimplement kahit maging batas pa. 10PM palang wala na mashadong pulis, mmda or traffic enforcers kanang makikita sa kalsada. Not unless bigyan mo ng karapatan ang mga baranggay tanod na manghuli.
