MANILA, Philippines - The government will soon start strictly enforcing the anti-piracy campaign in all international and local airports in the country.
Representatives of the Manila International Airport Authority (MIAA), Intellectual Property Office (IPO) and the Optical Media Board (OMB) have signed a memorandum of agreement for the campaign’s strict implementation.
MIAA General Manager Jose Angel Horado said x-ray scanners for check-in and hand-carried luggage will be used to detect if passengers have pirated CDs or DVDs, for example.
Mere possession of these products already violates Republic Act 8923, or the Intellectual Property Code of the Philippines. It carries with it a maximum penalty of 5 years.
The IPO and the OMB will be given a free hand in implementing the law in all airports, Honrado said.
He added authorities will launch a 2-month information and awareness campaign to notify passengers of the policies.
Passengers will also be warned on board the aircraft to refrain from buying fake products or bringing them into the Philippines.
OMB Chairman Ronnie Ricketts and IPO Director Frisco Guce vowed to implement the full force of the law after the information and awareness campaign.
Ricketts expects a decrease of pirated products sold in the country once the plan is implemented.

MANILA, Philippines — The Manila International Airport Authority (MIAA) has partnered with the Intellectual Property Office (IPO) and the Optical Media Board (OMB) to strictly implement the anti-piracy campaign of the government by preventing the movement of pirated products through the international and domestic airport terminals in the country.
A Memorandum of Agreement (MoA) was signed between the three agencies Wednesday to intensify the anti-piracy campaign at the Ninoy Aquino International Airport (NAIA).
The MoA was signed by airport General Manager Jose Angel Honrado, OMB Chairman Ronnie Rickets and IPO Director Frisco Guce during ceremonies held at the MIAA headquarters in Pasay City.
According to Honrado, the airport management will start with an information and awareness campaign to notify and warn all passengers to refrain from purchasing pirated products.
Honrado disclosed that close coordination between the three agencies will be undertaken so that any tips or detection of movement of pirated items such as music, movies, bags and apparels in all the terminals will be reported to all the agencies involved for a prompt interception.
It was learned that X-ray scanners will be used to detect if passengers are carrying the pirated products.
Honrado explained that mere possession of pirated products is a violation of Republic Act 8293, otherwise known as the Intellectual Property Code of the Philippines which carries a maximum imprisonment term of five years.
The airport chief said they will start with the awareness campaign. Following this, both IPO and OMB will be given access to the airport terminals to implement the law inside the airport complex.
Ricketts and Guce expressed gratitude to the MIAA for the support and vowed to implement the full force of the law once the two-month information drive is over.
According to Ricketts, the MoA has made it easier for them to thwart the entry and transport of pirated goods into and within the country.

I am afraid this will just be another law used to fleece people of more money as they arrive back into our country.
Pirated CDs do not come into the country via luggage. They come in via containers and through the internet for local mass production.
Just to show how ineffective is the anti-piracy drive is in the Philippines.

they should check all government offices first, including the ones at the airport
