from the Joint Typhoon Warning Center (my apologies for the CAPS-i just copied it) .. it is still too far and too early to tell what will happen next..
    -----------------------------------------------------------------
AN AREA OF CONVECTION HAS PERSISTED NEAR 4.3N 155.1E,
APPROXIMATELY 265 NM SOUTHEAST OF CHUUK. RECENT ANIMATED MULTI-
SPECTRAL SATELLITE IMAGERY SHOWS CONVECTION FLARING OVER A
DEVELOPING LOW LEVEL CIRCULATION CENTER. UPPER LEVEL ANALYSIS
REVEALS LOW VERTICAL WIND SHEAR AND FAVORABLE WESTWARD AND
EQUATORWARD OUTFLOW. MAXIMUM SUSTAINED WINDS ARE ESTIMATED AT
10 TO 15 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE
NEAR 1006 MB. BECAUSE THE CIRCULATION ASSOCIATED WITH THIS
DISTURBANCE IS JUST BEGINNING TO ORGANIZE, THE POTENTIAL FOR
THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE
    NEXT 24 HOURS IS POOR.

You guys be careful. A typhoon is not only dangerous because of its winds and rain. They can also cause mud/landslides, lightning electrocution and also from downed power lines, slippery roads along with "lubak" and other dangerous road conditions.

An area of convection refers to areas of rainshowers/thunderstorms/downpours.

Vertical wind shear refers to opposing wind flow from the circulation of the storm high up in the atmosphere. If the vertical wind shear was strong, it will help limit development of the storm. Kinda like putting your finger on a spinning top which will slow it down.

Favorable westward and equatorward outflow refers to bands of strong rains, winds, and thunderstorms moving toward the west and south of the storm.
