Is the baby room facing the sun during part of the day?
Given the walls are cement/concrete, this could be part of the problem. You might want to shade the exposed outside walls. Also you could apply an inner wall with insulation to prevent the heat from the outside getting in and the cold getting out through conduction via the walls.
Insulating the ceiling/roof will solve part of the problem as well.
Getting an evaporative cooler can help keeping temperatures lower with just using water. The problem of this type of device is it requires a regular change (or continuous venting) of the air inside the room. If not, the air will become heavily saturated with moisture and become uncomfortable. You can even use the evaporative cooler in an open air room, just direct the air towards/near the baby to help cool his immediate area.
It is also possible to use an aircon with evaporative cooler to lower the overall electrical bill as compared to using aircon alone.

At ang tamang pag install ng aircon ay dapat ang level ay na sa taas (taas ng ulo) para mas epektibo ang lamig

So magbubuga siya ng mist? it will act like a humidifier? at lalong lalagkit ang katawan mo dahil masyadong humid na sa Pinas. Correct me if I'm wrong, too much Humid is unhealthy at diyan nabubuhay ang germs at bacteria much like say in the bathroom dahil laging basa.
Kaya Aircon ka na lang and put it in auto mode na ang temperature is as high as you can tolerate without being uncomfortable.Last edited by Camgen6; May 17th, 2007 at 12:30 PM.

basics pre ng pagpapalamig ng room is dapat mababang temp tapos may flow ng air, yung ibang aircon unit kasi kaya naman ng compressor yung heat load ng room kaso mahina yung blower kaya kailangan sabayan mo ng electric fan para may heat exchange yung skin mo at yung malamig na hangin tapos para ma maximize mo yung cooling dapat well insulated ang room mo tapos is seal mo lahat ng butas na pwedeng labasan ng lamig ( pero ang totoo pasukan ng init yun he he)
para makatipid ka din dapat malapit sa heat load ( tao) yung aircon, pansinin mo sa mall dati nasa ceiling yung vent ng aircon duct pero yung bagong design na mall is just above the head na yung duct kasi para mas matipid kaya kung tutulugan yung room ang height ng a/c mo is just above ng kama mo mas madali kang malalamigan mas mababa yung settings ng a/c mo, mas tipid

Nagdemo sila sa akin kung bakit pwedeng bumaba..nag clamp sila nang tester sa wire at parang 15 amperes yung nabasa nang test pero noong isinaksak yung gadget naging 9 amperes na lang..so nag try ako...at yun nga bumaba naman ang bill namin...at ngayon na maintain na ulit yung bill namin at nakakatipid ako nang atleast 1000 a month..malaking bagay na yun..kung umabot man sya nang 6 months ok lang panalo parin ako
ok lang naman kung hindi ka manilawa at hindi kita pinipilit hehehehe. atleast ako nakatipid

If you pair an evaporative cooler with an aircon, the aircon would control the humidity level by condensing the excess moisture in the room air.
An exhaust fan would help keep humidity levels low if you are just using the evaporative cooler alone in a closed room.
I have a big evaporative cooler in my computer rental shop to help keep my electrical bill down. It is effective to a point (depends on the number of customers), then I have to use my aircon in tandem with the cooler.

anong mist sinasabi mo? walang mist ito, COOL AIR ang mararamdaman mo, pure air lang.
whoever said this device blows mist? the water drips down the evaporator like fins of the material, hence cooling down the sheet paper like material several degrees then air passing thru is in turn cooled down. no water in any amount is blown out, wth kind of device will that be? LOL
