If need be, i'd prefer a compromise since one would also want summer breaks to be... summer. Families go out on vacation during those times so having bad weather would also compromise their safety.

I'd have something more like summer starting in mid or late April then lasting until around mid or late July. At least the good weather from Jan. to April will make up for the lost time during the rainy season.

At the end of the day, the problem really isn't the rains but rather the infrastructure we have. What causes cancellation of classes even if there isn't a typhoon? Usually its floods or the fear that it will flood and cause the Metro to come to a halt. When i was in GS-HS flooding wasnt as bad as it was in the last few years so even if we had strong rains, we'd still get to and from school. May waiting shed naman sa school to protect us from the elements.

And yes, i find the additional curriculum stupid. We need quality education and not quantity education.
