MANILA, Philippines - All exemption certificates for the Unified Vehicular Volume Reduction Program (UVVRP), more popularly known as the “number coding” scheme, will be revoked starting Monday, the Metropolitan Manila Development Authority (MMDA) said yesterday.
MMDA general manager Robert Nacianceno said the cancellation of all “coding” exemptions is one of the agency’s measures to alleviate the worsening vehicle traffic situation in the metropolis. Vehicles issued exemptions to the UVVRP are allowed to use the streets even if they are “coded” for that day.
“Exemption from the coding scheme is just a privilege,” he said.
Nacianceno also said the MMDA will come out with guidelineS to clarify the implementation of the UVVRP.
MMDA Chairman Francis Tolentino said the agency decided to strictly enforce the UVVRP after discovering that out of the 8,897 exemptions to the number coding program granted to motorists for June to September this year, 6,393 were secured by government officials and employees for their own private vehicles.
Certificates of exemption to the UVVRP, which are issued by the MMDA for P300, are valid for two months. The certificates can be renewed.
Tolentino also reminded lawmakers that vehicles bearing the “7” and “8” license plates are not exempt from the UVVRP.
Tolentino said the “7” plate which is reserved for vehicles of senators and “8” which are for vehicles of congressmen are to be treated as vanity license plates. Tolentino has ordered MMDA enforcers to flag down vehicles bearing the “7” and “8” plates and check if these vehicles are coded for the day.
Tolentino said owners of vehicles with “7” and “8” license plates should still attach the regular or control license plates issued by the Land Transportation Office at the back of the vehicles. Enforcers will simply have to check the license plates at the back and see if these are coded based on the “ending” number of the license plate.
Under MMDA Regulation 96-005, the guideline governing the UVVRP that took effect on March 17, 2003, only the following vehicles are exempted from the scheme: ambulance, firetrucks, police patrol cars, military vehicles; vehicles commandeered by the government directed by a person in authority or his agent or by a medical practitioner for military relief or emergency purposes; vehicles carrying persons needing immediate medical attention; diplomatic vehicles with diplomatic plates; government vehicles with government plates or appropriate Land Transportation Office stickers or markings expressly showing the name of the agency or office; and duly enfranchised school buses and company shuttle service vehicles.
Although not mentioned in the MMDA’s guidelines, Tolentino said the MMDA has granted exemptions to the President’s vehicle (“1” protocol plate), Vice President (“2”), Senate President (“3”), House Speaker (“4”) and Chief Justice (“5”) from the scheme.
“The number 1 plate is the seal of the nation. And there are no other users of the 2, 3, 4 and 5 plates aside from the Vice President, the Senate President, the House Speaker and the Chief Justice. Unlike the other protocol plates which are attached to many vehicles,” he said.
Under the UVVRP, vehicles with license plates ending in 1 and 2 are not allowed to be on the road from 7 a.m. to 7 p.m. on Mondays; 3 and 4 on Tuesdays; 5 and 6 on Wednesdays; 7 and 8 on Thursdays and 9 and 0 on Fridays.

Vehicles covered by the “coding” scheme are allowed on the road during the “window hours” from 10 a.m. to 3 p.m. There are no window hours in Makati City, Malabon and Las Piñas. Motorists caught violating the coding scheme will have their licenses confiscated and will have to pay a hefty fine.

So for those vehicles bearing vanity plates, they will be flagged down more often because enforcers would need to check if you're coding for the day . . .

Natawa ako sa news na ito! Para naman kayang I flag down ng isang kawawang MMDA ang plakang Di Syete o Di Otso, takot lang nito pumara sa mga naka ganito!

Karamihan dito may mga hagad, paano nila papahintuin kung sa mga normal days!
