Though if you put some more thought on this - corruption is also present in other countries whether it is a developing one like ours or a developed one like Japan.
In this case - we can also consider those who "donated" (the contractors for the rigged bidding) to the former minister as corrupt also.

Where a japanese minister who gets involved in scandal would kill himself while pinoy officials who get involved in scandal would never ever do such a thing.

Sabi niya,- kung mayroon daw corruption o anomalyang nagawa ang isang Pinoy (whether sa gobyerno o hindi),- he/she doesn't take it against him/herself,- he/she just confesses his/her sins and he/she comes out of it immaculately.... Sadly, wala ang reformation/transformation, na pinakamahalaga sa ating confession....
I am a religious person,- pero,- mukha ngang wala ang pagbabago sa atin pagkatapos tayong magkumpisal ng kasalanan... At ginagawa itong 'taguan' ng mga magnanakaw sa lipunan.... Mahiya naman tayo (hindi kayo) sa ating mga pinaggagagawang kamalian....
Isa pa,- we have laws,- pero hindi ipinapatupad ng tama. Kung alam ng bawat Pinoy na ipapatupad ng tama ang batas kahit sino ka pa.....

AFAIK, one has to be truly repentant to be forgiven -- even in confession. It's not supposed to be a forgive and forget type of a thing. Perhaps, the church would do well to emphasize this fact. Anr/or make penance really, really difficult para alam nilang it's genuine.
