to the power elite, the middle class serves as a buffer (or shield) between them and the poor
the poor don't care if everything turns to chaos
their lives are already miserable in the first place
can't get any worse... they have nothing to lose if peace and order breaks down
the middle class, however, have LIVES to live
the middle class have better-paying jobs, businesses, houses/condos, cars, children in private school, credit cards, shopping, night life, travel...
pag nagkagulo, the middle class lifestyle will be completely disrupted
so it is in the best interest of the middle class that peace and order is maintained
the larger the middle class, the larger the number of people who demand peace and order
which is good for the power elite
if you have a minority of very rich people, and a majority of very poor people, with no buffer in between, chances are you'll get a mass uprising
coz the number of people who demand chaos is far larger than the number of people who demand peace and order
so to protect themselves from being torn to shreds by the nothing-to-lose masses, the power elite allow the existence of the middle class

Just look at Haiti. Those who have the means have already left the country. A corrupt goverment and majority poor unable to contribute or pay taxes, a dangerous mix. 6 months on after the devastating earthquake, the country is still at a standstill, the goverment's coffers empty. Donor countries having second thoughts, afraid their money will end up with the corrupt.
