it really is difficult to weld/repair a thin-metal tank, moreso if it's rusting.
there may not be enough good metal for the welder to weld into.
and even if he was successful, the tank will likely spring a leak soon, because the metal is already old and rusting.
what you can do, is what someone already said: use those metal-backed adhesive tapes that manang uses on her leaking metal pots and pans. it will last until you have saved enough for a good replacement tank.

when my old (40 years old; it came with the house!) galvanized pressure tank sprung a leak, i replaced it with a stainless tank. after over 10 years, ok pa.
