CHED worries over impending PSBA closure


The Commission on Higher Education (CHED) is worried about the fate of students of the Philippine School of Business Administration (PSBA) on Aurora Boulevard, with the impending closure order by the Quezon City government.

On Sunday Dr. Carlito Puno, CHED chairman, asked the PSBA for a contingency plan in case the closure order is enforced. It is important, he said, for the college to decide whether to transfer the students to another institution or extend their school days.

City hall insiders said Mayor Feliciano Belmonte of Quezon City, following an ocular inspection requested by the school authorities themselves and a resolution passed by the city council, would issue the order anytime soon.

The PSBA main building has been weakened, structural experts claimed, by an excavation right next to it.

One of the laborers, Rodrigo Manalang, said the diggings had been authorized by Juan Lim, PSBA vice-president for finance and treasurer, to find the treasure supposedly buried by Japanese General Yamashita in the last days of the last world war. He said he reported the matter to Benjamin Paulino, president of the college, but the diggings continued.

A college professor, however, exposed the goings-on, saying it could trigger a collapse of the buildings and endanger the lives of the 5,000 students and 300 faculty members.

Information culled by investigators shows that the diggings commenced in 1998, but no treasure has been found. Instead, the huge excavation, now 20-feet deep, has compromised the structural integrity not only of the main building but of the others in the compound.

Earlier, CHED Executive Director Julito Vitriolo urged the inspection to allay apprehension that the buildings in the school compound could collapse.

"The safety of the students is a major concern and should be addressed as soon as possible," Vitriolo said. "If the compound is found to be dangerous then a closure of the school is necessary," Vitriolo said.

He said the agency was in no position to close down the college, since its power is limited to the curriculum and related concerns. However, he said, it can intervene when the safety of the students is involved. Francis Earl A. Cueto
