Actually, Dr. Bernie Villegas was called the Prophet of Boom, because he always gave a rosy diagnosis of the local economy during his time (late 80's to early 90's). He was the older brother of my professor, Dr. Edberto Villegas, who was the Chairman of the Department of Social Sciences at UP Manila.
They were polar opposites, medyo left-leaning kasi si Ed, tapos anti-establishment, while the economist Villegas was a liberal economist and pro-government. Me and my classmates always teased him about it. Yung oldest brother nila is Jose M. Villegas, who once ran for Senator, pero talo.
Para on-topic: During my time in UP Manila, Php 40++ lang per unit ang tuition (1988), then the folowing year, Bracket 9 agad ako (Php 150 per unit), so around Php 6k++ lang pag full load. Di rin ganun kabilis yung pagtaas ng tuition compared to other schools.
