you have the right to complain, sir if you think they are going off the board. pag umasta pa, hand them over a hard copy of the RA 6731 Code of Conduct and Ethical Standards and you may say "pakibasa na lang po at mukhang hindi nyo naiintindihan ang mga pinag-gagagawa nyo."

I wouldn't. You never know if the employees in question decide to tamper with your application. It's like complaining about the food in a restaurant. If the chef/attendants felt slighted about a complaint, they may spit on the food or put some other body excrement on it.

Just be quiet and put up with it. If I'm going to complain, I'll wait afterwards after the processing is done.
