big picture is the MMDA seems desperate in trying to solve the traffic situation in MM that they have to create a disincentive for using private motor vehicles
i think their goal is to discourage the use of private cars and encourage the use of public transport to reduce volume of motor vehicles on the road

Take note that the fine applies to STALLED vehicles.
When a vehicle stalls, engine problem yan. Either low batt ka or may sira sa makina somewhere, the key thing is, di mo siya mapapaandar kahit anu pa gawin mo unless you were lucky enough to have a dead batt situation and you stopped in front of a battery dealership with cash or card in hand.
Pero kung flat tire lang naman, at kaya mo mapalitan in not more than 15 minutes, then the fine should not apply to you. This is where lightweight spares and strong arms come in to pry the lugs off and replace the wheel before the MMDA notices. Or hope that the AAP or a good samaritan comes by before the blue boys come swooping in like vultures.
