    Back when the incident was still fresh, the cover-up angle was already rumored and talked about in whispers, if I remember correctly.

    PGMA's motive? I can only conjecture: Di ba mainit-init pa noon yung ZTE-NBN scandal and yung Malacanang bribery scandal (brown paper bags with money given to tongressmen & local gov't officials)? Parang yung impeachment time ni Erap sumabog yung LRT, si Erap ang pinagbintangan agad. Maybe PGMA did not want to add fire to her already flammable situation (the blame to fall on her) if bombing nga talaga. Better the Ayalas be the scapegoat.

    The Ayalas can rest easy now that they may be finally get their insurance paid. Hope they can use the same "influence" to boot out the squatters in North triangle...

    Even Senator Honasan isn't interested in opening this case again since he was already throughly convinced by the first investigation.

    MANILA, Philippines — One more time: What caused the explosion that ripped through the Glorietta 2 mall on Oct. 19, 2007?

    Justice Secretary Leila de Lima has ordered a new investigation of the explosion that killed 11 people and injured more than 100 others, following the claim of a retired colonel that it was caused by an improvised high explosive and not a build-up of methane gas, as was the conclusion of authorities at the time.

    In Department Order No. 716 that she issued on Oct. 26, De Lima instructed Senior State Prosecutor Peter Ong and State Prosecutor Gino Paolo Santiago “to conduct a fact-finding investigation/validation of facts on the cause of the explosion” at the upscale mall in Makati City.

    The prosecutors are to “review reports of investigative agencies made relative to the blast, assess and evaluate existing evidence, gather more evidence, and take additional statements of witnesses as may be available.”

    They have 45 days from the receipt of the order to submit their report and recommendation.

    On the third anniversary of the explosion, retired Army Col. Allan Sollano reiterated to the Inquirer his claim that a bomb had caused the explosion.

    He said that after being healed of an ailment that he had thought would kill him, his “mission” now was “to say that Glorietta was bombed.”

    David: Not me

    Sollano had also claimed that there was a cover-up by the military and police leadership, allegedly on Malacañang’s orders, in the investigation of the blast.

    In an interview Friday with the Inquirer, Armed Forces Chief of Staff Gen. Ricardo David Jr. denied involvement in the purported cover-up.

    As then head of the Army Support Command, David was Sollano’s superior.

    Without belittling Sollano’s eight-year field experience, David said the ex-colonel’s field of expertise as head of the Army Explosive and Ordnance Disposal unit was bomb disposal.

    “He’s not an expert bomb investigator,” David said, adding that the official finding of the Philippine National Police that the explosion was caused by a methane leak was confirmed by the US Federal Bureau of Investigation.

    “How could he account for the findings of the FBI and the PNP?” the military chief said.

    No gain

    David said Sollano did tell him about his conclusion that an explosive had caused the blast.

    He said he told Sollano to report his findings to the PNP, and denied ever indicating to the man to keep his findings to himself.

    “What do I stand to gain [from a cover-up]?” he said.

    David said he learned that his name had been dragged into the issue while he was in South Korea last week for a five-day conference of military chiefs in the Asia-Pacific region.

    Just like the best laid plans of mice and men – and perhaps then favorite usual suspect Norberto Gonzales – the Glorietta 2 blast failed to provide the desired predicate for setting the stage for emergency rule.
    The unexpected public reaction must have compelled the GMA regime to undertake a retrograde maneuver. They had to abandon the suspected original plan because it can only backfire on them at that point.
    In such a situation, the first order of the day was to obliterate the public perception that the blast was a deliberate act of the government in order to attain a political objective. This was such an emotional issue that could incite and unite the entire country against GMA, making it her worst nightmare.

    The methane gas accident story had to be told and sold. The methane gas accident story removes premeditated criminal intent from the equation. The only party that stood to be inconvenienced was the Glorietta 2, its owners and managers, as the blast could be the basis for charges of homicide and serious physical injuries resulting from reckless imprudence.

    Hope this will finally kill any doubts concerning the gas explosion. Allan Sollano proved to be a unreliable "witness". Didn't even bother to attend the hearings. Pahiya na naman si De Lima.

    A Department of Justice (DOJ) special fact-finding panel said methane gas, not a bomb, has caused the Glorietta 2 blast in October 2007.

    In a report dated January 12, 2011, the panel said there was not enough evidence to back the claims of retired Army Col. Allan Sollano, who claimed that the explosion was caused by a bomb, and not by methane gas as the police had earlier ruled.

    "After a judicious exaination of the evidence, the [panel] finds the claim of Col. Allan V. Sollano... not worthy of credence," said the report, which was prepared by Senior Assistant State Prosecutor Peter Ong and Assistant State Prosecutor Gino Paulo Santiago.

    The report then recommended disciplinary action against Sollano for supposedly obstructing justice and making false claims.

    "There is a need for proper authorities to conduct an investigation on the possible culpability of Col. Sollano and other persons who may have acted with him for violation of Presidential Decre No. 1829 penalizing the obstruction of apprehension and prosecution of criminal offenders," said the report.

    GMANews.TV tried to reach Sollano's lawyer, Egbert Buenviaje, for comment but he could not be contacted as of posting time.

    The investigative panel then questioned Sollano's motives for coming forward and claiming that a bomb caused the explosion.

    "The logical conclusion that could be drawn from testimonial as well as physical evidence presented is that the burnt plastic bag allegeldy recovered by Col. Allan Sollano is seriously of doubtful character,' said the report.

    "The evidence and circumstances disproving the claims of Col. Sollano brings to light the question regarding his intent in coming forward and making assertions that the explosion was caused by an IED/bomb," it added.

    The panel then sustained the earlier findings of the PNP and a DOJ panel that the blast was caused by methane gas.

    "The undersigned concurs with the resolution of the panel of psoecutiosrs dated April 23, 2008 insofar as it finds that the Glorietta 2 explosion was probably caused by ignition of biogas/diesel fumes," said the report. – LBG, VVP, GMANews.TV
