    ilabas na lang siya bukas until friday para matupad ang "hiling" niya. patayuin siya sa taas ng billboard sa edsa. Bukas kasi darating si chedeng. For sure malakas ang mga kidlat pagdating niya..

    'Top NBP officials get kickbacks from food budget'

    MANILA, Philippines - After former Batangas Governor Antonio Leviste's 'caper' at the New Bilibid Prisons, another informant approached ABS-CBN News detailing the kickbacks top NBP officials get from the food budget of inmates.

    Informant "William" said NBP officials get at least P5 kickback from the P50 daily food budget per inmate. This means only P45 is left for an inmate's breakfast, lunch and dinner, a measly P15 per meal.

    William laments that because of the alleged kickback, the quantity and the quality of food for the inmates end up compromised.

    Records from NBP's Love Foundation estimate the number of inmates at the NBP at around 39,992 or close to 40,000.

    At P5 per inmate per day, kickbacks for top NBP officials reach an estimated P6 million per month or a staggering P72 million per year.

    To be able to bag a contract for the inmates' food needs, the informant said suppliers are allegedly forced to bribe NBP officials including those on the bids and awards committee, anywhere from P500,000 to P5 million depending on the size of the contract.

    "Mas malaki pa nga raw ang kinikita ng mga opisyal ng NBP sa lagay, kaysa sa negosyanteng namumuhunan," the informant said.

    He said the company with the alleged biggest bribe wins instead of the one with the lowest bid or best quality food.

    Bureau of Corrections Director Ernesto Diokno, who is on leave, and former NBP Director Ricardo Macala flatly denied William's allegations.
