    "ON DUTY" would simply mean that the taxi:
    1. if vacant, ready to accept passenger
    2. if occupied, currently conveying a passenger

    if "OFF DUTY" would simply mean either kakain or pagarahe na...just to eliminate those erring taxi drivers na namimili

    I think response ata ng LTFRB ito sa mga driver na ang usual palusot kapag namimili ng pasahero is either pauwi/pagarahe na. So when people see the "OFF SIGN" di na dapat parahin ung taxi.

    not just taxi, pati FX/GT Express meron din nito.

    but haven't noticed significant effect IMO!
