    naalala ko tuloy mga LFS days ko na nagmamartsa kami anti us bases.. alam nyo naman mabusisi mga kano "hey joe that is our money...it is going back where it belongs... that general is buying properties with our money, in our country..

    i just want to make it clear that i am not, in any way, denying the fact that there are corrupt officials in the military. with my previous posts, i was just trying to imply that we should "attack" the individuals instead of the whole military institution. In other words, we should not generalize. I would like to explain: given a corrupt mlitary official, lets say in the past he decided to be a businessman instead of an officer. i believe that he would still to something bad such as tax evation etc. because that's his character. a person is who he is wherever you put him.

    With this i would like to apologize for saying "we filipinos" as with this statement i generalized too. Instead, i should have said, "the courrupt filipinos"

    And with regards to what i posted about beng "hopeless," i was trying to convey the message that even if we know that many filipinos cheat their way in some/most of the things they do, as responsible individuals, we should still act with honesty and integrity. If some Filipinos would still act this way, then there is a chance for the whole country to change for the better. And that my friend is what I mean by HOPE!

    Ombudsman Simeon Marcelo said on Wednesday that Maj. Gen. Carlos Garcia owns more properties in the United States than what was initially reported and these possessions have been frozen with the help of the US government.

    Marcelo said the properties include a $700,000 condominium unit at the luxurious Trump Tower in New York City and a dollar deposit in the amount of $245,000 in a bank which he did not disclose.

    "We are still searching for other assets that he may have in the US with the help of the ICE [Immigration and Customs Enforcement, Department of Homeland Security] and the Federal Bureau of Investigation," he said.

    With the discovery of the additional assets, the government would now have to recover from Garcia a total of P285 million through the pending forfeiture case with the Fourth Division of the Sandiganbayan.

    Marcelo said that prosecutors would amend the suit against Garcia to indicate that the amount sought to be recovered in the original forfeiture case, whose formal trial is expected to begin after the Holy Week, only reflected a total amount of P143 million.

    Marcelo at the same time took exception to the claims of lawyers Francisco Chavez and Mario Ongkiko that the government through his office has not been moving to prosecute Garcia for plunder.

    He said that just last month, Ombudsman investigators charged Garcia and the members of his family with plunder. The case, Marcelo said is in the preliminary investigation stage with a bureau that is also under his office.

    Marcelo said that the period for Garcia and his family to file their counter affidavits has expired on March 10, but that the respondents have asked for an additional time to submit their answer.

    "It is not true that we have not initiated plunder charges against General Garcia and all the other respondents," he said but could not give time as to when investigators could complete the investigation leading to its formal filing with the antigraft court.

    He explained that the apparently longer period in charging Garcia and his family was brought by their search and documentation of evidence against the respondents.

    Chavez and Ongkiko filed plunder charges against Garcia with the Ombudsman on Tuesday, claiming that it was not moving to charge him with the heavier offense which is punishable by death.

    The two charged that Marcelo’s office was only contented in charging Garcia with petty cases including perjury and falsification of public documents.

    But Marcelo said the plunder case that was filed by the lawyers was unnecessary as the Ombudsman has an existing case against Garcia. Moreover the evidence that the lawyers have submitted in order to support their case were mere newspaper clippings and documents that they have also secured from the Ombudsman.

    "If they should file a case, they should do their homework and not use newspaper reports as evidence." he said.

    Two senior Army officers and a field grade officer are being investigated for possible court-martial due to graft, the latest in a rash of corruption scandals that hit the Armed Forces.

    Military documents distributed to the media Thursday showed that Lt. Col. Hilario Lagnada, Lt. Col. Jessie Mario Dosado and Maj. Reinhart Bautista are being investigated for allowing Lagnada’s wife, Haydie, to withdraw checks worth P2,759,750.

    The report said the check was the Army’s payment for a supplier of medical equipment.

    The three officers have been relieved of their posts and could be indicted for violating provisions 96 and 97 of the Articles of War, according to a deposition letter by the vice chief of staff, Vice Adm. Ariston de los Reyes.

    De los Reyes heads the Office of Ethical Standards and Public Accountability (OESPA), which investigates military personnel accused of graft and corruption.

    The deposition letter said Lagnada brokered a P10.7-million contract for Nelia Ayson of Gazzaz and Feltran Enterprises to supply medical equipment.

    “Mrs. Lagnada, however, without the authority of Mrs. Ayson, withdrew the following checks, which were in the name of Gazzaz and Feltran Enterprises, from the Philippine Army Finance Center,” the document said.

    At the time of the transaction, Lagnada was assigned to the logistics office in Fort Bonifacio headquarters.

    Bautista was included in the charge sheet because he released the checks to Lagnada; Dosado allegedly issued a certification that Lagnada could withdraw checks on behalf of Ayson.

    “During investigation, it was proven that, indeed, six checks for P2,759,750 which were in the name of Gazzaz and Feltran Enterprises were released to Mrs. Haydie Lagnada by Major Reinhart Bautista,” the document said.

    “Major Bautista released those checks by virtue of the certification issued by Lt. Col. Mario Dosado,” the document added.

    Several military officers have been charged with graft and corruption, among whom was the former Armed Forces comptroller, Maj. Gen. Carlos F. Garcia, who allegedly amassed ill-gotten wealth, including a “green car.”

    may tito ako sa US Air Force, mataas na ata yun position niya pero hanggang ngayon masmayaman pa yun mga General dito... Sobrang straight man nun... yun corruption kasi sa pilipinas nagpenetrate na sa moral fiber ng mga tao, hindi lamang sa mga politicians and army...

    i agree...

    parang yung sinabi ko sa other thread... yung corruption among some politicians / government officials is just the magnification of the overall Filipino morals & values.

    Ang kawawa diyan eh yung mga nasa front line ni matinong boots wala silang masuot, kulang sa bala, walang pagkain, mga lowtech yung mga kagamitan. Sa sobrang korakot diyan yung mga private companies ayaw na makipag deal din sa Military kasi baka di sila bayaran or matagalan bago mabayaran, Ikaw ba na isang private citizen, hahabulin mo yung General o officer ng military para bayaran ka? baka ipa salvage ka pa.

    A couple of days ago, an embarrasing scene was played on tv when a flip general was carried on someone else shoulder so he wouldnt get wet when he stepped on a banka boat . the american officer on the other hand waded
    on the water and stepped on the banka without any help. See the
    symbolism on why the philippines have problems ?

    The US serviceman is enlisted. E-7/MSgt, USAF. His uniform looks pretty faded. I take it he wore an old set knowing it's going to get wet. I used to keep old sets too in case we got wet/dirty outside.

    As for the PAF(?) officer...... Hmmm. Must be an expensive pair of shoes if the owner doesn't want them to get wet.

    I don't know what the full story is. But, he is wearing low-quarters. I really can't play the blame game on this one.

    Oh. I also see a star on that flight cap. General, maybe?
