    At least one overseas Filipino worker in Taiwan has been physically attacked amid rising tension over the fatal shooting of a Taiwanese fisherman in disputed waters last week, a Taiwan-based Filipino said on Thursday.

    In a radio interview, the OFW identified only as "Roger" also said the Philippine office representing them, the Manila Economic and Cultural Office (MECO), was inaccessible.

    "May sinaktan dito, (ginamitan ng) tubo. Lalaki siya, hindi namin makuha ang pangalan, nasa hospital siya," he said in an interview on dzBB radio Thursday noon.

    Roger also said they tried to contact the MECO but received no reply as an answering machine took their calls.

    However, MECO had posted an announcement on its website that it would be on holiday on May 14 and 15, "and will not transact business with the public except for release of visas from
    9:00 a.m. to 12:00 p.m. and from 1:30-5:30 p.m."

    Freeze hiring

    As the Taiwanese government turned up the pressure on the Philippines over the death of a Taiwanese fisherman in disputed waters, OFWs are reportedly receiving the brunt of the outrage of the Taiwanese public, with Filipinos reporting market vendors that refuse to sell to them and the burning of the Philippine flag and effigies of President Benigno Simeon Aquino III.

    The diplomatic row between the Philippines and Taiwan stemmed from the killing of Taiwanese fisherman Hung Shih-cheng by Philippine law enforcers in disputed waters on May 9.

    The Taiwanese government on Wednesday issued an order freezing the hiring of new Filipino workers after saying that the initial apology of the Philippines through Basilio was insincere.

    Taiwan demanded for an apology from the Philippine government, compensation for the family of the slain fisherman, impartial investigation on the incident and bilateral talks between the two countries to avoid similar incidents.

    The Philippines has already agreed to the latter two and Aquino has already issued an apology to Taiwan on Wednesday.

    However, Taiwan rejected Aquino's apology as "insufficient in sincerity" and slapped additional sanctions including a red travel alert urging Taiwanese not to visit the Philippines and the suspension of exchanges between high-level officials, as well as a halt to exchanges on trade and academic affairs.

    Taiwan also recalled its envoy to Manila in protest of the killing.

    PHL envoy experiences unfriendly service in Taiwan hotels

    Amadeo Perez, the head of the Philippine body that handles relations with Taiwan, has experienced cold treatment there amid the tension resulting from the killing of a Taiwanese fisherman by Philippine authorities in waters disputed by both sides.

    “Noong una, ‘yung hotel nagpa-reserve kami, meron daw. Pagdating doon ayaw na kaming tanggapin at wala raw bakanteng kuwarto,” Perez, chairman of the Manila Economic and Cultural Office, told reporters during his arrival at the Ninoy Aquino International Airport (NAIA) Thursday.

    Perez just came from a two-day working visit to Taiwan where he met with Taiwanese officials to personally extend President Benigno Aquino III's apology over the killing of the fisherman, which has caused Taiwanese citizens to vent their ire on Filipino workers there.

    Perez said the treatment extended to them at the next hotel was also far from friendly.

    Chased by the media

    "'Yung tinuluyan namin na isang maliit na hotel kaninang umaga sinabihan kami noong nagbabayad kami na mamayang gabi hindi na namin kayo tatanggapin dahil nai-istorbo ang mga customer namin dahil sa media na nasa labas," he said.

    Perez said more or less 300 media personnel followed them everywhere they went in Taiwan.

    “Pagdating namin doon, siguro tatlong daan ang media. Sinusundan pa sasakyan namin, walang lubay. Kalaunan meron pulis na nag-escort sa amin. Kung wala siguro pati kuwarto sa hotel kakabugin nila,” he narrated.

    “We take it with a grain of salt,” he said when asked on how they dealt with the treatment.

    No cause for alarm

    Perez, however, said there is nothing to be alarmed yet about the situation. “No cause for alarm... Pero kung kailangan, meron man lang saktan kahit isa doon, siyempre gagawa kami ng paraan."

    Perez also said they are ready to repatriate the Filipinos there in case the situation worsens. “Kung kailangan i-repatriate sila, naka-ready kami,” he said.

    He also confirmed reports that there were stores in Taiwan that won't cater to Filipino customers.

    Perez advised Filipinos in Taiwan to take extra precaution considering the tense situation. “Huwag masyado lalabas dahil delikado,” he said.

    Cutting ties

    Apart from recalling its envoy to the Philippines, Perez said Taiwan has also asked the Philippine representative in Taiwan to leave the country, which is seen as a bid to cut ties with the country.

    “That is expected when they want to cut ties with us,” Perez added.[/b]

    Aquino issued a statement on Wednesday apologizing for the death of a Taiwanese fisherman that was killed from an encounter with the Philippine Coast Guard.

    Some OFWs worry about safety in Taiwan

    MANILA – Some Filipino workers in Taiwan are worried that tensions will continue to escalate following the death of a Taiwanese fisherman last week.

    "Nananawagan kami kay President Benigno Aquino, sana maaksiyunan sa lalong madaling panahon ang gusot na ito," said Wilma Deluana, a caregiver for seven years in Taiwan.

    In an interview on DZMM, Deluana said the Taiwanese people did not feel the sincerity of Philippine envoy Antonio Basilio when he offered his apology for the death of the Taiwanese fisherman.

    While watching the news, Deluana said she asked her Taiwanese employer why the government refuses to accept the apology of the Philippine government.

    "Sabi niya hindi daw sincere ang paghingi ng apology ng Pilipinas sa Taiwan. Sa pagtingin ng mga Taiwanese, sa pananalita nung nanghingi ng sorry at sa pagkilos nya--tinitingnan nila kasi expression sa mukha--di nila nakita yung sinseridad sa paghingi ng apology. Yun ang sabi sa akin," Deluana added.


    The 65-year-old Taiwanese fisherman was shot dead last week by the Philippine Coast Guard after his vessel illegally sailed into Philippine waters.

    Deluana, a member of the group Migrante in Taiwan, urged the Philippine government to resolve the issue the soonest possible time.

    "Huwag ninyo po sana kaming gawing kolateral sa nagawang pinsala ng inyong problemado at systematic na pamunuan. Kami po dito, ang mga OFW dito, ang naiipit sa gulo," she said.

    Meanwhile, Deluana shared stories she read on Facebook about alleged maltreatment that some Filipinos already endured due to the incident. But these stories could not be verified.

    "Yung ibang mga Pinoy doon pinagpapalo, pinagbabato ng ibang Taiwanese po. Sa Facebook ko po una ko siyang nasalubong tapos nitong huli po may ipinalabas sa TV. Hindi ko po na-verify kung ilan talaga ho ang nakaranas ng ganung pananakit," she said.

    She added that the alleged incident happened near the area where the Taiwanese fisherman lived. She also shared another incident that reached her regarding two kababayans who were turned away at a grocery store after learning that they were Filipinos.

    The good news, she said, was that the local government of Taiwan urged the public not to vent out their anger at Filipinos already working in the country.

    The weakness of the Philippine Coast Guard and even the Philippine Navy caused this unfortunate incident.

    If we have better and bigger ships, then the PCG or PN would not have to worry about vessels trying to ram it or even other approaching ships and could have maintained a much cooler and calmer disposition rather than a gung ho attitude.

    Dahil maliit, luma at inutil ang mga barko natin, dinadaan nalang sa dahas.

    Ngayon, nung nag naval exercise na ang Taiwan, nasaan na ang PCG o PN para protektahin ang integridad natin?

    Kidding aside, this is a nightmare for the DFA. Kinda agree with 111prez. Even if we have international laws sa territories, kailangan talaga ng military muscle. Show of power kasi kailangan.

    Actually, this is a pretty frustrating thing with regard to the DND/AFP.

    While it's good they're modernizing in terms of equipment and ships, it can't do so fast enough because of all the staff work and procurement rules it is being subjected to.

    Now, we just have to grit our teeth when we find that naval forces from neighboring countries are at our territorial waters instead of dispatching our own ships to keep them away.

    Taiwan’s call for a joint inquiry was endorsed Saturday by the left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya).

    In a press statement, Pamalakaya vice chair Salvador France said leaders of Manila and Taiwan should jointly agree to investigate the incident that would lead to the establishment of truth, delivery of justice and promotion of foreign relations based on the collective interest of the Taiwanese and Filipino people.

    "President Benigno Simeon Aquino III and his extraordinary war freaks in Malacanang should know that foreign diplomacy is not all about arrogance and sheer puppetry to US. It is all about mutual respect, political humility and strong sense of patriotism and independence which are gravely lacking from the current leadership in Malacanang," France said.

    He described Taipei’s proposal as "politically sound and morally correct.” Another option is for both sides to agree to “an independent probe to be sanctioned by the United Nations or by the governments themselves," the Pamalakaya official said.

    But Pamalakaya appealed to the Taiwanese government to spare Filipinos in Taiwan. "You can drag Philippine President Benigno Simeon Aquino III and the members of the trigger happy Philippine Coast Guard (PCG) to hell, but please spare the Filipino people, including the 42,000 migrant workers working in Taiwan. We too are victims of this puppet state of Washington in Manila."

    Malacanang officials strongly protested the use of the term “murder” on Saturday in the report released to media by a panel deployed to Manila by Taipei to investigate the circumstances of the incident on Balintang Channel in northern Philippines.

    On the Taiwanese government report issued Saturday about the incident at sea, Perez lamented, “the Taiwanese investigators’ action was premature . . . .We were trying to arrange a meeting between them and Department of Justice. We had to do it through channels, through the office of [Justice] Secretary [Leila] de Lima.”

    He said they had wanted the Taiwanese probers to meet with their counterparts in NBI, and admitted they were stunned by the sudden moves of the Taiwanese. “They could not wait, and then they came out with press statement on Saturday.”

    Regarding the three demands of the Taiwanese—formal apology, compensation to the victim’s family and justice for the perpetrators---Perez explained the peculiar context of the demand for an official apology.

    “President Aquino authorized me to apologize to the family, and the Taiwanese people. But they want a written apology from the President.” However, he said, “our law here prohibits” direct dealings with Taiwan of the Philippine President, Vice President, Senate President, Secretary of Foreign Affairs and Secretary of National Defense.

    On the compensation for the fisherman’s family, Perez said that on Wednesday afternoon, “I told their Ministry of Foreign Affairs to please arrange a Thursday meeting with the family. But we were told the family doesn’t want to meet anybody. The following day, we were asked if we wanted to go. So we said yes. Then the officials said, we will give you the address, but we can’t give you security. You go at your own risk.”

    He noted, “the problem is, President Ma is pushed to the wall, he has to show he’s tough on us. . . . Emotions are really running very high. Galit sa gobyerno nila; at may pahiwatig na galit sa Pilipino.”

    He said the crisis, however, has not yet reached a point requiring repatriation of OFWs. If that happens, he is confident Philippine authorities will be ready.

    The Jones Cup is an invitational tournament, meaning the host country reserves the right to choose which teams it will invite to the annual event.

    Taiwanese authorities recently released GPS data showing that the fishing boat in question was not inruding in Philippine waters. It'll be interesting how the PCG will refute this one.
