    MANILA, Philippines (3rd UPDATE) - The Philippine Coast Guard (PCG) suspects it was the MV Peach Mountain, a Hong Kong-registered bulk vessel, which accidentally hit a local fishing boat last week that left a Filipino fisherman dead and four of his colleagues still missing.

    In an interview with ANC Monday afternoon, Balilo said: “We are not discounting the possibility that the vessel did not see the fishing boat.”

    Balilo said the fishermen themselves claimed there was poor visibility at the time.

    He said a big ship such as the MV Peach Mountain, which he described as three times as big as a Superferry, is equipped with a radar to detect objects within its perimeter.

    However, since the fishing boat was made of wood, it is possible that the vessel failed to detect the boat. Radars cannot detect boats made of wood.

    Balilo believes that if the bigger vessel had seen the Axl John, it would have assisted the fishermen.

    He also dismissed the possibility that the foreign vessel went beyond municipal waters.

    The incident came as China and the Philippines maintain a tense standoff over the Scarborough Shoal in the South China Sea.

    However, President Benigno Aquino said on Monday his government had not blamed China directly.

    "We are gathering all of the necessary evidence. We are not accusing anybody at this point in time," he told reporters.

    He said once the information is obtained, the government would file the necessary charges with the proper agency.

    The incident had threatened to complicate the dispute over Scarborough Shoal which both countries claim.

    Chinese ships have been based near the shoal since April to stress their country's claim.

    The Philippines recently withdrew its ships due to bad weather but is considering deploying them again, Aquino said.-- with Agence France-Presse

    The "accidental" ramming was another preventable stupidity. The Coast Guard admitted the fishermen weren't suppose to be at sea because of the treacherous weather. The banca's engine conked out the day earlier after it was battered by the high seas. The fishermen themselves said visibility in the area was poor. The huge HONG KONG bulk carrier may not have seen the tiny banca visually because of the poor visibility or on radar since it was made of wood..it could also be travelling at full speed since their radar showed a clear path...pananagutan ba ito ng HK ship?

    BOLINAO, Pangasinan—“Thank God, we will be rescued!”

    This was what eight fishermen from Pangasinan chorused when they saw a vessel approach their boat, which was adrift near an artificial reef in the waters of Bolinao town, after its engine had conked out on June 20.

    What came next surprised them. Instead of stopping, the vessel rammed and destroyed their boat.

    The fishermen scrambled to get any piece of debris to stay afloat. Herman Balmores, one of the three survivors, said he saw the mark “Hong Kong,” with Chinese characters below it, on the vessel’s stern as it went northward.

    “We did not expect that the vessel would hit us because we were asking for help,” Balmores told the Philippine Daily Inquirer on Monday.

    One fisherman, Christopher Carbonel, died at Gabriela Silang General Hospital in Vigan City on Sunday while four others are still missing.

    Balmores said the AXL John was floating aimlessly in the West Philippine Sea when they saw the large ship, colored light blue and red, heading toward them.

    “We all stood up in our boat and waved our clothes and Styrofoam [ice box] cover so they could see us,” he said.

    But the ship did not slow down and hit the middle of the boat, tearing it apart, he said.

    Celeste said it was possible that the ship’s captain did not see the fishermen’s boat. “In the open sea, a small fishing boat looks like a matchbox,” he said.

    He urged authorities to investigate and find the ship,

    He said the area where the collision happened was 148 km (80 nautical miles) from Bolinao’s coastline and part of the international sea-lane.

    If a ship is registered from Hong Kong but operated by an AUSTRALIAN company, is the ship considered to be Chinese?

    MANILA, Philippines - The only ship within the vicinity when a Philippine fishing boat was rammed by a larger vessel last week was a Hong Kong-registered bulk carrier operated by an Australian company and with 29 Chinese crew members, the Philippine Coast Guard (PCG) said yesterday.

    A Chinese naval or maritime vessel was earlier thought to be the culprit in the collision, which took place amid the raging territorial row between the Philippines and China over Panatag (Scarborough) Shoal.

    PN says there are 28 chinese vessels including 3 chinese maritime patrol vessels

    alam na nga lang nila traydor ang china pinul-out pa lahat ng vessel natin dun buti sana kung my radar ang pinas na kayang imonitor bawat galaw sa scarbourough wala naman...wag sana basta nagpapaniwala ang DFA sa sinasabi ng china...nakakaawa talaga ang navy di daw kayang makapag stand sa sama ng panahon bulok na kasi yun ibang barko...

    hay malinaw naman na atin yun sana makapagpatayo nalang tayo dun ng parang oil rigg base..

    After the Philippines media spun to the world that a Chinese vesslel "accidently" rammed a hapless fishing boat near Panatag Shoal, the Coast guard now says fishing boat was already sinking after it capsized by huge wave due to a storm a day earlier, and it was hit by the wake of a passing ship, miles away from Panatag Shoal... The Philippines now will sue the passing ship for not helping the fishing boat, which they are't even sure if it's the MV Peach Mountain ship or if the alledged ship even saw the sinking fishing boat...And many wonder why the world looks down on the Philippine media and authorities.

    I remember reading a CNN report back in 2010 wherein Chinese fishing vessels tried to harass and ram a oceanographic ship (USS Impeccable) at the South China Sea. The vessel used its water cannon when they got buzzed several times across the bow.

    The provocation ceased when the US sent one of its destroyers from S. Korea to protect the ship as it was leaving.

    I don't believe those are "Fishing Vessels". They don't act like a fishermen but more on a soldier or a coastal patrol.
