Basically to discourage buying cars not manufactured in the Philippines (like vios, innova and mirage/G4), imported cars get P70,000 safeguard duties and LCV get P110K safeguard duties on top of the regular price.

It makes cars produced here more price competitive kasi the average manufacturing cost difference per unit between Thailand and the Philippines, is about P70K in their studies.

How come its only the lower end cars/SUV models that are slapped with the dti safeguard tax?
yung mga top of the line models walang safeguard tax pero yugn lower end models mayrun.
Pati luxury cars hindi din affected by the safeguard tax.

locally manufactured cars get some of their local taxes suspended, hence making their local cars cheaper. to encourage costumer buy.
