Agree ako dito. Bakit pati fine ipapasa?

    personally,
i would just sell the items, priced to cover the cost of the fines and penalties that the owners were supposed to pay. now, if the buyer wants to pay more than that, i.e., auction... that's his prerogative.
kasi, if we include intrinsic value, things can get complicated.

    tsaka ano klaseng auction yan?

    dapat nag bi-bid mga buyer

like price starts at the amount of the fine

    kunwari the fine is P5,000

so the bid starts at 5K

syempre the motor is worth more than 5K so magpapataasan mga buyer... 6k, 7k, 8k, 9k, 10k...

hanggang sa isang price that nobody will bid higher anymore

    sold

    ganyan ang auction

pag tunay na auction walang lugi ang goberyno coz they will get more than the amount of the fine

and buyers get cheap motorcycles kahit gastusan nila to repair di parin lugi

    -

ginawa ng gobyerno naglagay ng price tag

    sobrang taas walang bumili

    that's not an auction

ibang klase lang talaga sa pinas

there's always a filipino way of doing things even if it's copied from western ways

there's always a pinoy twist that doesn't make sense to westernized observers

No different from foreclosed properties and other things similar. Unpaid amelyar and other charges are added to come up with the selling price.

Anong logic dun..

pero hawak na ng gobyerno ung motor

ang purpose niyan is to make the owner pay the fine para mabawi ung motor

losing the motor to the government is already punishment enough i think

    like smuggled cars

    the gov't confiscates the cars

smugglers suffer the financial loss of losing cars they bought abroad + shipping

    malaki yun

    that's enough punishment i think
