most forms of government are ok, if the people running them want the thing to succeed.

most forms of government will fail, if the people running them are after only their selfish needs.

too many checks and balances... tend to paralyze the system.

so yes, the key to good government is the people running them.

Well, I'll give another position. Only the MPs get to elect the Prime Minister in a parliamentary form of government. In that sense, voters cannot elect the head of state directly and that, I think, shouldn't be allowed. I mean, all the PM has to do is co-opt all other MPs with money or committee chairmanships and you will have a perpetually installed head of state.
