    MANILA, Philippines - Newly-appointed Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino on Thursday accused 3 bus companies of paying monthly payola to traffic enforcers.

    He identified the bus companies as Baliwag Transit, Five Star Liner and St. Rose Bus Lines.

    He said that the Baliwag Transit gives a group of MMDA traffic enforcers P20,000 month while the Five Star Lines and the St. Rose Bus Lines gives monthly payola of P30,000 and P20,000, respectively.

    Tolentino warned other bus companies that he will expose them if they continue to pay bribes to traffic enforcers. "Ang mga hindi ko nabanggit na bus companies, kung may schedule kayo ng pagbibigay ng kotong, itigil ninyo iyon," he said.

    The MMDA chairman also exposed transport terminals that are providing weekly payola to erring MMDA traffic enforcers. These include the Novaliches Centennial Terminal (P5,000 a week) and 8 FX taxi groups based at the SM Fairview Mall (P4,000 each a week).

    Tolentino promised to expose the other "kotong buses" and transport groups in the next 2 weeks. He said he collated the list 2 days after taking over as MMDA chairman.

    He said that after all the bus companies and other transport groups have been exposed, he will meet with the bus companies and ask them to sign an agreement.

    "Gusto ko magkaroon sila ng commitment na hindi na sila magbibigay. Magpipirmahan kami sa isang document na hindi na sila magbibigay ng payola," Tolentino said.

    He said that the list includes the names of traffic enforcers who have been collecting the monthly and weekly payola during the past several years.

    Tolentino assured that these traffic enforcers will be kicked out of the MMDA.

    He added that he will also ask all traffic enforcers currently employed by the MMDA to sign a separate agreement with him, promising that they will stop taking bribe money from traffic violators.

    The new MMDA chairman, meanwhile, said he is also conducting a deeper probe into the "kotong" culture within the agency.

    He believes that high government officials may also be benefitting from monthly payola.

    Tolentino said that as ordered by Malacaņang, he has started a review of the performances and records of current MMDA officials

    at least, they're starting to do what is right, unlike the past administration that didn't even bother to do something about bribery (even practices it actually).

    ^^^ True, and that gives the ordinary citizen hope. Which is exactly the impetus we need to start changing.

    Yung administrasyon kasi ni Pandak, culture of impunity. Walang nasisibak dahil sa anomalya, kaya lahat sila, kanya-kanyang diskarte para kumita.

    Kung may .50 caliber Barrett rifle lang talaga ako...

    this gives us not just hope but it will also encourage us to rethink our own habits of just letting pass the anomalies that we witness ourselves. . .ngayon, pag nag-report ka, there is a big chance that it will be acted on

    kasi corrupt din ang mga nasa taas

    at alam ng mga nasa taas na alam ng mga nasa baba na may kalokohan din sila

    Ay di sila makukulong?!?...kick out lang?...di ba pwede na bago sila alisin ay pag kukurutin namin sila sa singit. :gayfight:

    this thing with payola at MMDA, it should not stop at the enforcers, I'm sure those money reach the hands of the big guys.

    I think Bayani Fernando knows about this kung hinde man sa kanya napupunta yun mga payola.

    is the 20K per bus? kasi kung 20K sa isang buong fleet ng baliwag, parang barya lang. and if 20k hahati-hatian ng enforcers + yun ibibigay sa mataas na opisyal , parang maliit

    dapat di na binulgar muna mga pangalan ng bus company, san entrapment procedure na lang muna para mahuli sa akto at parehas mahuli yung mga naglalagay at mga enforcer. kasi pag ganyan binulgar na , deny lang lalabas.

    Related to payola / lagay...

    hindi lang sa mga buses yan.. although buses kasi pinaka visible along EDSA... but all over the metropolis... kahit sa provinces.. mga delivery trucks.. big or small... mag deliver ka to provinces.. daan ka ng mga highway.. ang daming humaharang sa kalsada.. kanya kanyang checkpoints (TMG, LTFRB, LTO, LGU).. hindi ka palagpasin pag di ka mag abot... all these costs add on to the cost of delivery... which will pass on to product cost...

    bukod pa to sa annual permit na you have to apply from all the provinces you pass (provincial government through local government code allows province to tax trucks annually)....

    P.Noy goverment is playing the trial by publicity card. After all, most of its spindoctors are from the Lopez Media, whose news staple more or less is the same. It may be good for local PR but is actually bad since it does not give the offended party its day in court.
