Hay... watched it kanina and isang lang lumalabas sa sinasabi nya, "Ang DAP ay mabuti para maibigay kaagad ang serbisyo ng gobyerno sa mamamayan". Gusto ko batukan ng malakas ung nagsasalita kasi kung ganun pala ang gusto nya, eh di sana wala ng review review at pagdedebate ng mga TONGressman tungkol sa NATIONAL BUDGET every year. AT saka wala ba sa National Budget ang pagbibigay serbisyo at nasa DAP lahat yun? Yung ginamit pa niyang section sa BATAS regarding dun sa paggamit ng SAVINGS eh palpak din! Nakalagay dun na pwede niya gamitin yung savings PARA dun sa mga APPROVED NA na projects/programs pero kinulang sa budget. Hindi yung style nila na GAGAWA pa lang sila ng project/program para magastos yung savings.
The problem with DAP is how minimal oversight is. Even the senate can't argue against "savings" because unlike the legislative body(which originally has the power of the purse), the executive branch *can* allocate funds towards "savings" while the legislative bramch can only make do with the set limits imposed by the president.
you can argue all you want that the intention is "good" but can you guarantee that the person who holds that power will use it for "good"? Say the next president is Binay.
I recommend reading the speech of Angara way back in 2009 regarding GAA.
