We have tried a few good places to eat in Bagiuo.
Amare La Cucina - very good brick oven pizza plus craft beer from Benguet Brewery
Hill Station - perfect for family lunch or dinners
Cafe by the Ruins - pinoy flavor for breakfast
If there is one food I am craving for when I am in Bagiuo, it is "pinikpikan". Most of it I tried were cooked at home by Igorot friends. I have not tried something from a resto.
When I get back to Bagiuo, Baguio Craft Brewery is a must for me to visit.

They have the usual silogs for breakfast over at Soul Cafe. Although if I were you, I'd just take the extra 30 min drive up Kennon and have breakfast in Baguio already so you can enjoy the cool breeze as you have your morning Benguet coffee.
As for food in Baguio, these are my favorites:
1. Kung Jeon Korean Palace - Korean BBQ in chilly weather is such a good combo. Not to mention, the meat is really good and they're very generous with their side dishes so you get a lot for the 400/head you pay for in their buffet. If you're staying in CJH, this is just a quick 5 min drive to South Road.
2. Overtones Ito - a quaint sushi restaurant along Kisad Road near Burnham, I love it not just for the sushi but for their wagyu beef cubes. Super tasty with melt-in-your-mouth tenderness. Not so pricey too with their rolls at around 200 and their wagyu beef sticks for 130 per stick of 3.
3. Tsokolateria - the best hot chocolate so far in Baguio, this one beats out Chocolate de Batirol in CJH by a mile (Chocolate de Batirol only has good enough hot choco and so-so food). Tsokolateria has sumptuous hot choco with the perfect bittersweet flavor (you can also order sweet hot choco if bitter's not your thing) and a wide selection of really good dishes for mains. My favorite is the tapa salpicao.
4. Good Taste - if you want value for money, there's no other place to go but Good Taste. You wouldn't even reach 1000 pesos to feed your entire family plus take home. Their buttered chicken is their bestseller, but they have a lot of other food choices on their menu - a mix of the usual Chinese and Filipino food.
If you like pizza/pasta - there's Volante and Amare La Cucina. If you like Filipino food there's the usual Cafe by the Ruins. If you like a homey vibe you can try Forest House. If you want a really good view plus a hipster-ish vibe, do try out Arca's Yard.
