The Manila-Pagudpud route is one of my favorite road trips. Been there at least 5 times in the past 12 years. Fastest it took me was 10 1/2 hours including a half hour stop (this was afternoon of Holy Thursday to early morning of Good Friday).

Additional tips: when your views are like the pics of Sarsi, it would be better to slow down a bit to about 80kph to enjoy the passing coastline, mountains, cropfields and churches. You can break your trip with an overnight stop in Vigan (which is your original destination), but I would highly recommend that you go all the way to Pagudpud since it's just less than 200 km further down the road.

Now, while you're at Pagudpud (and if you have the time), why not drive east and go further into Cagayan province, to Aparri (side trip) and Tuguegarao on your way back to Manila? It'll take longer, but this horseshoe trip is really one of a kind. I have only done this once, but I would do this trip anytime time allows for it. The boring part would be from Pagudpud to Tuguegarao, since much of it is crossing mountains (great views though). If you like architecture, there are a number of interesting churches along the way, dating back to the 17th-18th centuries.

I would go on about the longer trip but it's already off topic. Enjoy your Vigan trip and time your departure so that you will avoid the traffic in Tarlac and Urdaneta.
