Wax on chrome wheels is fine!

Actually, I wax my wheels too. Makes it easier to clean, especially since my car sheds an excessive amount of brake dust.

And I'd actually tend to stay away from the chrome cleaners. Some of them are quite harsh, and like you said, would dull your wheels a lot faster.
