imho:

a) there is a shop within the old philips factory (i forgot the name), they are an authorized rota refurbisher. i'll look for the information somewhere and post it here.

b) within BF Resort area. There is this shop in front of Magic Wand, who refurbishes rims.

c) within Casimiro area. There is this shop in front of Aguila shop who also refurbishes rims.
