How do I restore stock 97 Civic Vti Mags?

Nastuck lang sa bodega ng matagal. madumi na talaga sya. Parang kinabitan na ng moss and grime. And it's not shiny like before.

How do I make this like new again without having to buy expensive wheel cleaners?

how much do you think it would cost to restore 4 wheels? on average..?

DIY sana, budget meals. Cleaners that can be found around the house kung puede...

I was thinking of just using a brush, soap and water.

Galing galing naman nung restoration na yun, kahit na ang itim itim nung mags pagkatapos ng restoration parang brand new, di mo alam kung refurbish na ang ibebenta sa iyo.
