i'd recommend metal brush + rust converter ("turco") + read lead antirust paint.

the most difficult part, is probably the acheing back.

    Turco/rust converter rin recommend ko

Expect if Honda replaces the part the replacement will most likely get surface rust again since it is bare metal.

The dash cross beam are usually unpainted since under normal conditions don't get wet. What is included in the EDP (electrolytic deposit painting) are the door shells, the body superstructures, the trunk and the hood. Bolted on components that are not exposed to the elements of nature are usually left bare metal.
Unpainted, yes. Pero question ko dyan, bakit parang mabilis kalawangin? I think there should be some anti-rust chemical applied on it since moisture is inevitable. Also, I've asked few of my friends who also has the same car (older and newer), wala naman daw kalawang sa kanila.

obviously, someone from manufacturing, made a wrong assumption.
Yes, doc. Exactly 6 months yesterday.
That's what I'm thinking, there was a missed maybe on the quality control.

How old is your car when you noticed the rust?
For now, its superficial but how about on the following months, years? I'll still need to talk to the dealership for the resolution of this one.

    Save time and inconvenience.

If you really are concerned of the surface oxidation, why not use Vaseline or grease applied with a paintbrush. The grease spreads and coats the metal better. Or, if you remove the part, warm it up to around 90°C and coat with paraffin.
