yan lang alam kong testing procedure dude aside from visual inspection.

is your fan belt driven? Try holding two blades of your fan (granting your car is off - please) turn left slowly and right slowly, if maganit na or hirap na i turn. Me problem ka. Usually the fan is connected via the water pump, cheap repair lang.

Apply 12V DC power to the power leads (preferably fused to OEM spec), taking note of the polarity. The fan should pull air from the front and blow it towards the engine with significant amount of volume. That should give you an instant go or no-go status of the fan.
The fan is defective if:
a. It does not turn or turns too slowly
b. Makes metallic noises (bearing or bushing problem)
c. Produces a lot of vibration (unbalanced or damaged blades)
d. The fuse blew (shorted)

Under normal operation, the fan vibration may be masked by the vibration produced by the engine. The better way is to operate them with the engine off so you can feel/hear/see anything that's unusual.
If the fan fails, it's only a matter of time before the engine overheats and seizes up. That's not good. It's a good idea to keep an eye on the gauges and idiot lamps every now and then so you can stop the car before anything turns for the worse.
