Technically a PH16 is a locally produced D16. Not sure which version though.
In a sense there is no real specific D16 "match" to a PH16 because it's its own beast. If you want to give a PH16 VTEC capability, you can theoretically just bolt on a D16 VTEC cylinder head.
This modification works well with PH15s (which are locally produced D15s). PH15 block + D15B head = VTEC.

The 1990s Accord engines are F-series SOHC units. I would assume the PH20 is an F20A. The 1998-2002 Accord carried F22A engines.
Take note that they're different from the old F20B (not sure which Honda this was found in) and F20C/F22C engines of the S2000. Those were DOHC units - the only DOHC F-series engines, and they have nothing in common with the SOHC F-series units.

Mazda 3 is incredibly tempting, unfortunately the hybrid is not included in the coding exemption...
