Is there any modifications done to your headlight wiring? Relays or similar?

If you know a car electrician, you should ask him to check your electrical system.

Problem A: RPM dipping when headlights are on

You didn't mention what the RPM is before and after you switch on the headlights. In any case, it is normal to have a perceivable decrease in RPM as the headlights draws a lot of power but if the decrease is significant enough to stall the engine or close to it, you may have other problems.

Problem B: Headlights will not turn off

This is not normal and is likely caused by a stuck relay.

Dagdagan ko lang ha, it might be taken out of context, hehehe. I usually hear this phrase from those who suspect somebody to be loony.

If you're unsure about anything, seek professional help...from a trusted mechanic.

Bro.,- the fuse is in there for a reason. Also, it wasn't the reason why your RPM drops when you turn-on your headlights, nor the headlights on for 5 more minutes even when you attempt to turn it off.... It was the stuck or "sticky' relay or intermittent electrical connection, most probably.

    + 1 on this.

the fuse has nothing to do with the "headlight stucking".

I suggest that the fuse should be puted back to protect you relectrical system whenever there's a short circuit or other problems

That's the kind of work you get from a "pulpul" electrician who got a degree in BS:Garage Engineering. :D

And that "BS" does not stand for Bachelor of Science.
