Is there any modifications done to your headlight wiring? Relays or similar?
If you know a car electrician, you should ask him to check your electrical system.

Problem A: RPM dipping when headlights are on
You didn't mention what the RPM is before and after you switch on the headlights. In any case, it is normal to have a perceivable decrease in RPM as the headlights draws a lot of power but if the decrease is significant enough to stall the engine or close to it, you may have other problems.
Problem B: Headlights will not turn off
This is not normal and is likely caused by a stuck relay.

Bro.,- the fuse is in there for a reason. Also, it wasn't the reason why your RPM drops when you turn-on your headlights, nor the headlights on for 5 more minutes even when you attempt to turn it off.... It was the stuck or "sticky' relay or intermittent electrical connection, most probably.

That's the kind of work you get from a "pulpul" electrician who got a degree in BS:Garage Engineering. :D
And that "BS" does not stand for Bachelor of Science.
