It might be the drive belt. Check it out if it needs replacement. Also, did you ask the previous owner if he changed the timing belt already? If not, change it also together with the water pump.
Regarding the problem of the throttle input against the drive, please have the tranny checked out. It seems to show the initial signs of a sliding tranny. Accords have better throttle response and they don't usually sound stressed in low gears. Honda AT cars of that era are known to have some tranny reliability issues.
